Do you mean to say if a user has F-53 with activities( 01 and 02) OR (01 and 03) then it's a risk?

if so, you need to create two functions

1. Function 1: F-53 with Activity 01
2. Function 2: F-53 with Activity 02 or 03

Then create a single risk with combination of Function 1 and 2. On generation, this will result in 2 rules for the risk.

If not, are you able to explain a bit more details?

As an aside, not sure why F-53 with 01 and 03 would be a risk. If that's the case you may as well drop activity 03 and just define a critical action risk as a single Function with F-53 with Activity 01 or 02. Therefore, if user has 01 or 02 then they have a risk.
