create a condition type by copying a standard freight condition type(say FRC1) in M/06. Assign an access sequence to this condition type.
Now in MEK1, maintain Rs 1000 for 100 kg against purchasing org access (if you want it for all POs). Define scales for quantity +/-.
This will trigger the freight for all POs, once you include the condition type in your schema.
