You need to have a planning strategy in the material master or MRP group. This is what SAP defines in the documentation:

I think what you see happens because you have PIRs already created maybe in the past.
I have reproduce this behaviour using a new material (a material that has never had PIR loaded). You will see that if you delete the planning strategy in MRP3 view of the material master and then try to load PIRs with MD61.. you will get the error message:
"No requirements type exists for material XXXXX in plant YYYY"
Now, if you set the planning strategy, load PIRs, delete the planning strategy.. then next time that you load PIRs using MD61, you will not get the error...
Anyway, I would set the planning strategy that is required by SAP based on the documentation that I shared.
