SAP was design to avoid printing orders with TECO. It is not recommended to change the customizing of TECO.
Said this, you should be able to do it if this is what you want.
Please review if this is what you did in BS22. Go to BS22 and click twice on the code for TECO which is I0045. This will show the list of business transaction available for TECO. Find RMDR (code for Print Order) and change the option from Forbidd to Permtd. This will allow you to print TECO work orders.
