Install SAP B1 onDemand 1.1 failed

Hello Experts,

i have a simple Problem to install SAP B1 Cloud.

I startet the Install with the Setup (SLD_x64.exe) as Administrator.

Then i get to the Screen System Logon Screen:

I've been logged as Administrator (this User is in the Group Administrator):

this User is also a User in the Database and has the Role sysadmin.

But when i click on the next-Button i get the Error:

my Testsystem is 9.1 PL7, i have also tested on 9.1 PL6 and 9.0 PL 10 HF1.

What do i wrong, or what for Credientials i need to install the Cloud-System?
