As kedhar suggested, either you can go via SPRO or OH11 you can use.
If this wagetype creation can be repeated activity, you can think of customizing OH11 thorugh which you can copy wagetype between different countries.

Also in OH11 transaction ,in Menu bar select Tools from which you can change Wagetype group and country while doing a manual copy .
I am afraid it can be little bit tedious procedure as well.
Another option is you can try LSMW recording which you will have to run in foreground, but you will have to carefully record and recreate the scenario, hopefully you have enough expertise on that....
Or if are a beginner its better to do a manual copy which can helpful in understanding the tables as well ..........
