Where can you see the connection error exactly?
The log you pasted here is from 17.04.2015 - 14:09:12, and there is no error there, we can see the connection could be established:

The worker process opened two connections to ASE successfully: spid 44 and spid 45.
Do you have the output of your last R3trans -d execution?
As per your last update, ASE is up and running, but dispatcher is not starting, is that what is happening?
If it is the case what we need to check is the dev_disp and dev_w0.log files.
