Addition to above if possible share the value for parameters SECDIR & SNC_LIB or maintain accordingly & check for the port 3299 which should be allowed through firewall .
After maintaining the entry sapdp99 3299/tcp under services try to start the router by using command as like
saprouter –r –S 3299 –K "distinguish name"
