it Looks like that the second server (dedicated server for Lumira) is the reason. If I stop the AJS on this node all publications are working fine.
Don´t know why, because the second AJS is only for Lumira scheduling.
EDIT: It seems to be a correlation to this error http://scn.sap.com/thread/3919743
