I can't answer your question as to why this occurs, but we have encountered the same problem in KSII, and the solution is the same: enter a minimal planned activity quantity in KP26. We have just set up two new plants. Both have a cost center with the same activity type. We are not splitting. The two plants are set up exactly the same way.
Plant A calculates correctly.
Plant B throws error KD302.
