Please check & confirm if Step "Specify Connectivity Data" in System Preparation completed successfully? In this step also SAP-OSS & SAP-OSS-LIST-O01 RFCs gets created. Also see below SAP Notes if above step is successfully completed:

2008590 - Apply Delivery Changes - Fix for Content Update step

2298516 - In Step 2.7 "Update Content" of Technical Monitoring, new content is not seen even if new deliveries were notified
